The development proposal for Økern Center underwent a public review in 2022, eliciting numerous perspectives that have been incorporated into the current plan proposal, set to undergo its final round of political processing in November 2023. Before being forwarded from the Planning and Building Agency to the City Government and City Council, there will be a limited hearing, inviting specific agencies and stakeholders to provide input on the changes made post-public review.

Key Changes Post-2022 Hearing:

Here's a brief summary:

  • The opening of the two "main streams," Hovin Bekken and Refstad Bekken, was a notable point of discussion, with many highlighting its positive impact on the area.
  • Requests for a water park will not be accommodated, but the plan emphasizes provisions for children and youth activities, neighborhood functions, and a rich cultural offering, ensuring space for a large daycare facility.
  • Preserving the area's identity and cultural heritage, particularly the significance of the Høyblokka, received attention. Adaptation to the surrounding existing structures was underscored as crucial.
  • The preservation value of the workshop building was acknowledged but conflicted with the desire to open Hovin Stream.
  • Økern's central location prompted concerns about road noise, air quality, and sunlight conditions. The plan prioritizes communication, focusing on collective solutions, shared mobility, cycling, and walking to achieve zero growth objectives.
  • The proposal encompassed substantial infrastructure related to roads, railways, and utilities, with feedback addressing distance requirements and considerations for existing tunnels and restricted zones.
